While Sebastian Stan's acting history and talents certainly support the idea he could play a convincing Two-Face in the world of The Batman, the franchise's approach to Batman's rogues gallery make the chances of the villain appearing in full antagonistic form seem less clear.

This isn't impossible by any means, but thus far, more focus has been put on reimagining DC villains audiences tend to think of in more playful or 80s-esque lights, and providing a dark rendition of them that's closer to their grimmest comic appearances. With this being the case for both the Riddler and the Penguin - The Batman's two primary antagonists so far - this approach seems likely to continue into the sequel.

As such, while the theory that Sebastian Stan could play the Mad Hatter is one that's been largely suggested online in at least semi-jest, it would follow the trajectory that the franchise has thus far set out for itself. Jervis Tetch has had some harrowing comic appearances that would be perfect for a sinister live-action adaptation, and his mind control tech could easily create another deadly mystery for the Batman to solve - be that alongside other enemies and obstacles, or as the primary antagonist of the sequel.

Sebastian Stan is an actor who has been in a truly broad range of roles over the course of his career, which has allowed him to practice his talents in more comedic installments and more serious installments in equal measure. Of course, having extensive history in the MCU is sure to stand Stan in good stead whatever character he may take on in the world of The Batman, but one other role makes the Mad Hatter especially viable.

This is namely because Sebastian Stan also has direct experience playing a version of the Mad Hatter, as a result of him appearing as the character in 2012 thanks to Once Upon A Time - a show that adapted a range of fairy tales and famous fictional characters into its own live-action world.

Given this backdrop, it does seem that a world wherein Sebastian Stan is cast as the Mad Hatter could result in a truly perfect casting, and one that ironically has been effectively teed up for over a decade now as a result of series that are entirely disconnected from The Batman and DC's wider world altogether.
